Ruppe to spend 9 months in prison for trafficking

GREENVILLE – “We’ve already tried the MonDay program, your Honor. It didn’t work. We have to do something.” Darke County Prosecutor R. Kelly Ormsby recommended to Common Pleas Judge Jon Hein on Aug. 12 that Ryan Ruppe finish his sentence for Trafficking in a Controlled Counterfeit Substance, a Fourth Degree Felony. 

Ruppe had already served 176 days, which included six weeks in Darke County Jail and another five weeks at the MonDay program. Hein noted MonDay shows nine different violations over the five weeks. 

“This was not just something on moment,” he said. “It was a repeated pattern.” 

Hein acknowledged it could be a mental health issue and that going to prison isn’t going to solve it. 

“You have nine more months of prison you will have to serve. This gives you time to decide how to deal with your release when it comes up. You can repeat or you can choose to turn this around.” 

Ruppe had completed a term for aggravated burglary and was released on May 12. Five months later he was caught selling counterfeit controlled substances. 

Ruppe said he tried to get help but didn’t feel it was forthcoming. Speaking on her son’s behalf, Ruppe’s mother told the court that much of his behavior could have been drug related. 

“His medications were switched around while he was incarcerated. Not once did he ever see a doctor. I believe that had a lot to do with it.” 

Hein told Ruppe he needed to almost insist in a nice way to be helped by the services that are available to him. “You know where they are. If they aren’t coming to you, you go to them.” 

“I’m giving you credit for time served,” Hein added. “Nine months gives everyone time to get ready.” 

Hein noted the defendant’s activities, which included parole violation, theft, attempted burglary, aggravated menacing, aggravated burglary, trafficking in drugs and more. 

“The last three or four years haven’t worked out very well for you.”
