
Wanted Person
On April 30th, 2025, at approximately 0707 hours I was at EB gas station, at 5229 Darke County Industrial Way getting gas. I observed a black Pontiac bearing registration KMF6723, which I know belongs to Jamie Saylor of Union City Ohio. I observed a male in the passenger seat of the vehicle and when passing the vehicle was able to identify the subject as Billy Saylor. I knew Billy had an active warrant from Adult Parole Authority. I ran Billy through dispatch and made contact with him advising him of the warrant. I asked Billy to step out of the vehicle and dispatch advised he did have an active warrant for parole. I detained Billy and placed him in handcuffs, which were gap checked and double locked. Dispatch confirmed the warrant through parole and Billy was placed under arrest and transported to the Darke County Jail. The warrant through parole had no bond, and the original charge was possession of drugs a felony of the fifth degree.
Shoplifting
On April 30, 2025 at approximately 1220 hours, I responded to 311 South Broadway #B; Mini Mall of All, in reference to a shoplifting complaint. Upon my arrival, I spoke with the business owner, Gail Jones. Gail stated on Saturday, April 26, a female customer came into the store. Gail advised she observed the female acting strange while looking at various items, and stated the female could be seen messing with price tags on items. Gail stated the female purchased a clock and left the store without issue. Gail advised on Tuesday, April 29, the owner of the clock came into the store and noticed the clock was sold and asked Gail to collect the money the clock was sold for. It was at this time Gail stated she was made aware that there was an issue with the price tag on the purchased clock. The clock that was purchased was listed at $40. 00, however, while in the store, the female customer swapped price tags with a different item and purchased the clock for $20. 00. Gail advised she used the money in the store’s cash register to pay the difference to the owner of the clock. Gail was able to review the video from inside the store and observed the female customer messing with various price tags in view of the cameras. Gail advised she did not recognize the woman, but would like her charged when identified. Gail was given a statement form and a victim rights form which were completed and returned back to me. Theft (not in progress)
On May 1, 2025 at approximately 2001 hours, I responded to 1324 Sweitzer Street #C2, in reference to a theft not in progress. Upon my arrival I made contact with the complainant/victim, Braeden Lewis. Braeden stated his white Nakto electric bicycle was taken from his property possibly between 1300-1500 hours. Braeden advised the key was with the bike due to damage to the bike which prevents him from removing the key. Braden was unable to provide a serial number for his bike due to there being rust near the serial number. Braeden stated the bike is missing the chain and was not fully charged, so he does not believe the bike could be driven for long. Braeden was unable to provide any names of potential suspects at this time and stated he has not given permission to anyone to use his bike. I spoke with Braeden’s neighbor at 1324 Sweitzer Street #C4, Patrick Scantland who has a camera facing Braeden’s driveway. Patrick was unable to see anyone in view of the camera at this time but was advised to email me the video if he locates anything. Braeden was given a statement and a victim rights form which were completed and returned back to me.
Nuisance Abatem
On May 1st, 2025, I was advised by Chief Benge that there had been multiple complaints about the property of 228 Markwith Avenue, located inside the city limits of Greenville, and was asked to check for ordinance violations. Chief Benge advised that complaints were made to Safety Service Director Ryan Delk in reference to subjects living out of a camper at the rear of the property. The camper was also said to be blocking the view for southbound traffic coming out of the alley onto 12th Street. Chief Benge advised he had attempted contact with the property owner, Timothy Hornbacker on May 1st, 2025. He advised Timothy answered but then hung up on him. On May 2nd, 2025, Detective Fenstermaker and I went to the property and I photographed the property from Markwith Avenue, 12th Street, and the alley behind the residence. While taking the photographs, Maria Barton exited the camper and became upset with my presence. I advised Maria that she was not allowed to live out of the camper on the property. She asked how soon the camper needed to be moved and I advised her immediately. Maria advised she could not move the camper until 1500 hours. I further advised Maria that complaints had been made to the zoning office and Safety Service Director and that citations would be issued for any violations. While on scene, I observed the following zoning violations:34.03.04 – Surfacing – All off-street parking and loading areas shall be properly graded, drained, marked and surfaced so as to provide a hard, durable and dustless surface.34. 04D – Parking Limitations is Residential Districts – Recreational equipment shall not be occupied or used for living, sleeping, housekeeping, storage, or business purposes.I also observed the following city ordinance violation:1482. 04 – Maintenance of Nuisance Prohibited – The maintenance of any vacant or unoccupied building or structure in a state of unsightliness or disrepair so as to constitute a blighted condition detrimental to the value of property in the neighborhood or otherwise detrimental to the public view; any improved or unimproved real property, which has become an area of deposit or collection for litter, garbage, junk, debris or discarded vehicles, vehicle parts or similar materials. After speaking with Chief Benge, it was decided we would give until Monday May 5th, 2025 for the camper to be moved, at which time if it was not, a citation would be issued.
Nuisance Abatem
On April 22, 2025, the Greenville Police Department and the Darke County Sheriff’s Office executed a search warrant at 517 Pine Street, in the City of Greenville. During the search warrant, our department located narcotics and drug paraphernalia. One of the tenants, Raul Dean, was arrested reference having a felony arrest warrant and charged with obstruction. Raul’s live-in girlfriend, Victoria Hobbs, was also arrested at this time for obstruction. Due to the nature of the criminal activity at this residence, including but not limited to wanted persons, drug trafficking, disorderly conduct, domestic violence and noise complaints, I prepared a Nuisance Abatement Notice and Order. A copy of the order was provided to the property owner, Ursula Dean, who is Raul’s mother and also resides at this address as of May 3, 2025. SSD Delk, Chief Benge and Lt. Monnin were advised by email.
