Vandalism

On April 15, 2024 at approximately 3:24 PM police was dispatched to 305 Chestnut Street in reference to an instance of criminal damaging. PO spoke with complainant/victim; Carissa Deal who stated that someone had damaged her vehicle with a pipe while it was parked near the alley located behind her residence to the East. The damaged vehicle is the listed green 2014 Ford Fusion with Ohio license plate HMC8388. PO observed significant damage to the front windshield as well spots of the roof that were dented with paint missing. Next to the vehicle was a large portion of pipe that looked as if it had been the object used to cause the damage to the vehicle. Carissa stated that the incident had occurred on April 15, 2024 sometime between 7:40 AM to 2:45 PM. Carissa stated that she did not know of anyone who would have wanted to damage her vehicle and that she got along well with her neighbors. Carissa completed a witness statement and victim rights form which will be attached to this report. Carissa stated that she had a camera at her residence that was angled towards the exit/entrance of the alley but it had not been functioning at the time of the incident. Carissa was advised to contact police if she was able to recover any video footage from the camera or if she learned of any potential suspects. The surrounding area was checked for cameras that might help in identifying a suspect but none were able to be located. Pictures were taken of the scene and damaged vehicle which will be attached to this report. At this time there are no suspects and no further follow up is possible.

Arson

On April 15, 2024 at approximately 7:11 PM police was dispatched to 233 Sater Street in reference to an instance of arson. PO spoke with complainant/victim; Crystal Fourman who stated that her house had been set on fire. PO observed the Northwest portion of the residence appeared to have a large portion of its siding melted with the bottom portion of the residence actively smoldering with smoke rising from it. The burnt portion of the residence had a window built into it and there appeared to be writing on the inside of the window. Several people who were around the scene stated that a subject had left from the area and police began searching the area for the suspect. When asked Crystal stated she had been inside her residence with her children/victims when she observed smoke coming from the exterior of the residence. Crystal stated she had not originally been concerned because she thought it was someone outside having a controlled fire in their own yard. At approximately the same time two of her children began leaving the residence and observed smoke that seemed to be originating from the residence. As her children were investigating where the smoke was originating from her daughter stated that a man came from around the corner of her residence. Her daughter stated that the man told her that his name was on the window of their residence while also stating “Yeah I did that” and motioning towards the fire. The suspect also began banging a pole that he held in one hand against the ground. The daughter described the subject as a man with black hair with tattoos who was wearing a black tank top, grey pants, and red shoes. The subject was also stated to be carrying a pole in one hand and some other unidentified objects in his other hand. The daughter stated the suspect let the area afterwards when her brother began yelling at him to leave. While searching the area for additional witnesses PO spoke with witness; Robert Root who stated that he had observed a man in the area of Sater Street and Harrison Avenue during the time of the incident. Robert stated he observed the man go to the residence located at 233 Sater Street and begin hitting the residence. Robert stated that after the man left the residence he traveled northbound down Harrison Avenue. Robert described the man as having dark hair and tattoos who appeared to be carrying tools in his hands. While PO was speaking with witnesses at the a SGT located defendant/offender; Brian Klosterman at 320 Chestnut Street. Brian matched the description of the suspect and was also wearing clothing that matched what the suspect had been wearing. Brian also had a rod and two hatchets in his possession at that time. When asked Brian admitted to having been at the residence and stated the window had his name written on it. Brian was taken into custody and later transported to 5185 County Home Road; Darke County Jail. While the SGT was searching Brian incident to arrest he located a lighter and a section of yellow plastic caution tape that are believed to have been used in lighting the fire. Witness statements were collected from Crystal and her children. Crystal also completed a victim rights form that will be attached to this report. A SGT took photographs of the scene and the damage to the residence. A can of Budweiser beer was located near the location of the fire and was collected by the SGT to be placed in property as evidence. Crystal stated the can of beer had not been placed there by her or anyone at her residence. Crystal had stated there had been a brush pile several feet tall located in front of the portion of the house where the fire was located. It is believed that Brian set the leaves and brush on fire which then started to ignite the house on fire. Video footage from cruiser 1949 during the time Brian was apprehended was placed on a DVD and put into property as evidence.

Disorderly

On April 15, 2024 at approximately 9:06 PM police was dispatched to 330 West Water Street, in reference to a disorderly conduct complaint involving Jeffrey White and an unknown female subject, later identified as Jamie Keown. PO spoke to the complaint, Cassandra Jay, who resides at 330 West Water Street. Jay advised White and Keown have been yelling/arguing loudly for approximately the past one hour while both subjects were sitting in White’s vehicle, which was parked in front of White’s and Keown’s residence, 326 West Water Street, apartment C. Jay further stated the yelling/arguing was at such a loud volume, the yelling/arguing caused an annoyance to her and her family while they resided within their own residence. Due to Keown being the primary offender as it pertains to the yelling and with Jay being concerned the loud yelling/arguing would waken Jay’s five year old son, who was sleeping at the time, Jay proceeded to walk to the passenger side of White’s vehicle, where Keown was sitting. When Jay asked White and Keown to stop yelling, Jay indicated Keown became agitated towards Jay, Keown opened the passenger side car door and proceeded to push the car door into Jay’s chest area two times. Jay stated she did not suffer any type of injury(s) from being struck with the car door. Jay informed White and Keown that Jay was reporting this incident to the police department and proceeded to return to her residence without any further incident. PO spoke to White and Keown. White admitted he and Keown were yelling at each other about Keown wanting to run errands to the Dollar Store. White indicated he was present when Jay approached Keown and it is White’s opinion, Jay was being aggressive towards Keown. Keown did not make any verbal statements to this officer. Jay indicated she wanted to pursue disorderly conduct charges against Keown for Keown causing an annoyance towards Jay and her family, along with Keown pushing the car door into Jay twice. Jay completed a witness statement and was provided a victim’s rights form. White and Keown requested witness statements, thus they were provided witness statements and instructed to submit the statements to the Greenville Police Department when completed. PO personally served Keown, misdemeanor citation #GM022950 for disorderly conduct, 2917. 11( A)(2), misdemeanor of the fourth degree, with the penalty of the offense being enhanced due to the incident occurred within 1000 feet of a school zone. PO previously warned Keown for disorderly conduct on April 9, 2024, when White and Keown were yelling/arguing at each other during a domestic dispute.

Traffic Stop/OVI

On April 16, 2024 1:17 AM PO was on patrol in the area of E Main St and Wagner Ave in Greenville. While on patrol PO noticed the listed vehicle, a white Dodge Ram, pull out of the Speedway parking lot, 201 Wagner Ave. The listed vehicle did not have headlights on and drove Eastbound on E Main St without headlights on for approximately 50-100 feet. As PO got behind the vehicle PO also noticed it did not have 2 brake light mounted on the rear of the vehicle. The vehicle was stopped for the violations at E Main St and Dwyer Ave. PO approached the driver’s side door and located the defendant, now known to PO as Brandon Campbell, sitting in the driver’s seat. Brandon had slightly slurred speech, appeared lethargic, and had glossed over eyes. Brandon was told why he was stopped and after PO completed telling him he asked again why he was stopped. Brandon handed PO his temporary permit card, informed PO he had just bought the vehicle, and stated he had no insurance on the vehicle. PO checked Brandon’s temporary permit through the LEADS/NCIC and discovered he did not have a valid drivers license, with it being cancelled. Brandon does have a valid temporary permit but he was the only person in the vehicle, driving in violation of his permit restrictions. The license plates on the vehicle Brandon was operating (JVV7040) returned to a 2001 black Chevy belonging to his mother, Suzzanne Campbell. While investigating the scene, Suzzanne and girlfriend, Ashlynn Shockey arrived on scene with the title to the listed vehicle. The title was not notarized and looked like it had been filled out recently. The title indicated the vehicle was purchased by Ashlynn on April 16, 2024 with her purchasing the vehicle from the registered owner, Michael Milbourn. PO asked Brandon who he bought the vehicle from. Brandon advised he bought it from Michael Milbourn in Indiana. Delaware County Indiana Sheriff’s Department contacted Michael on our behalf. Michael advised he sold the vehicle a year and a half ago to a Hispanic subject. Ashlynn later advised the vehicle was bought from Brook Hilderbrand a day or two before this incident. There was no record of this purchase. PO asked Brandon to step out of the vehicle. When he got out, he was unsteady on his feet, stumbling backwards. PO noticed a slight odor of an alcoholic beverage around his person. Brandon was asked if he had been drinking but denied drinking alcohol. PO asked Brandon to submit to some field sobriety tests but he refused. Brandon was told PO believed he was impaired and placed in the back of the police cruiser to verify he had an odor of an alcoholic beverage around his person. After a few minutes of Brandon sitting in the back of the cruiser PO opened the door and noticed a strong odor of an alcoholic beverage coming from Brandon’s person. Given Brandon’s appearance, the strong odor of an alcoholic beverage, slightly slurred speech, and his lack of balance, PO determined there was probable cause to believe Brandon was intoxicated. Brandon was arrested for OVI and transported to the Greenville Police Department while a Sgt stayed with the listed vehicle. When PO arrived, Brandon was read and shown the BMV 2255 form. Brandon refused to submit to a breath test and refused to sign the form. Brandon has 3 prior OVI convictions on July 5, 2017, July 20, 2018, and May 1, 2020. While at the Greenville Police Department, a Sgt located an open 16 oz Coors Light bottle under the driver’s seat of the listed vehicle. The listed vehicle was parked blocking the roadway and towed from the scene by Hot Rods Towing. Brandon was issued a citation for OVI, violating temporary permit restrictions, and fictitious plates. Brandon was placed under an immediate ALS and released from the station to Suzzanne.

Property Damage

On April 16, 2024 at approximately 9:46 AM police was dispatched to 525 East Fourth Street in reference to an accident that had occurred. PO spoke to Joseph Amlin, Joseph stated that he had left around 6:15 AM and the Jeep was parked in front of 525 East Fourth Street, and when they returned they noticed the Jeep was up against Timothy Cook’s silver Nissan, which was parked in front of 531 East Fourth Street. Joseph stated that he believed that the street department sweeper vehicle hit his white Jeep and pushed it out of gear causing the Jeep to roll down the street. PO then checked the surrounding area for camera’s. At 530 East Fourth Street. PO reviewed footage with the owner. The camera had failed to get any footage of the incident. A Lt. had spoken to the street department where they advised they had no one go down East Fourth Street today. Photos were taken and attached to this report. Both Timothy and Joseph gave PO their insurance info and contact numbers. Both Timothy and Joseph were given this report number as well as contact and insurance info.

Agency Assist

On April 17, 2024 at approximately 3:02 PM police was dispatched to 1195 Russ Road (Holiday Inn) in reference to a female who had cuts to her arm and her leg was swollen. PO made contact with the female subject later identified as McKenzie Hamilton as well as the complainant Kristin Harris who stated she was McKenzie’s mom. McKenzie had what seemed to be have old scratch marks on her hands as well as her leg being noticeably swollen. McKenzie seemed to be timid and did not want to talk to police as she answered questions from the Greenville Rescue in one word replies. McKenzie kept backing away from police and even urinated in her pants while police was there. Kristin would try and speak for McKensie multiple times throughout this incident. McKenzie then signed a refusal to go with Greenville Rescue to get treated. As PO got in his patrol car PO ran McKenzie’s name and date of birth through LEADS/NCIC where PO learned there was an endangered/missing person with Nicole Baldwin out of Lake County Florida and at the time PO believed McKenzie was listed as an alias for Nicole Baldwin. A Sgt. then located McKensie and Kristin at 1325 Wagner Avenue. While police was back out with McKenzie and Kristin an Officer contacted Detective Rice out of Mount Dora, Florida where he was able to ID McKenzie and stated that she was not endangered/missing but wanted to interview her about a case they had about Nicole Baldwin. Detective Rice interviewed McKenzie via facetime. After the interview neither Greenville Police Department or Mount Dora had any charges against McKenzie or Kristin so both parties were released.

Wanted Person

On April 17, 2024 at approximately 4:50 AM police was patrolling the area of Devor Street at North Gray Avenue in Greenville, Ohio, searching for a possible suspect in a vehicle fire, which had occurred in the 700 block of Hiddeson Avenue on 04-17-2024 at 4:25 AM. A witness to the vehicle fire described a possible suspect as being a white male, wearing dark clothing and carrying a backpack. While stopped at the stop sign of Devor Street at North Gray Avenue, PO observed a white male subject, later identified as Shane Joslin; DOB: 02-08-1979, wearing dark clothing and carrying a dark colored backpack, walking northbound on the sidewalk of North Gray Avenue. As Joslin approached the cruiser, PO began to conduct a field interview with Joslin. Joslin indicated he was walking from Chris Marshall’s residence, 127 Pine Street, Greenville, Ohio, en route to another friend’s house, in which Joslin did not provide the second friend’s name or address. PO inquired if he could see Joslin’s drivers license, in which Joslin voluntarily complied. Upon checking Joslin’s Ohio drivers license number through LEADS/NCIC, PO found there was an active felony warrant issued by Darke County Common Pleas Court for Joslin’ s arrest, in reference to a felonious assault charge. Joslin was apprehended without incident, the handcuffs were gapped checked, double locked and Joslin verbally indicated there were no issues with the placement of the handcuffs. PO searched Joslin’ s person, incident to arrest, and did not find any type of contraband. PO did find a small torch lighter in Joslin’s right front pants pocket, although Joslin does smoke cigarettes. PO transported Joslin to the Darke County Jail, where he was released to jail staff. At the Darke County Jail, jail staff searched the contents of Joslin’s backpack and no contraband was found. At the scene of the vehicle fire, specific evidentiary item(s) were located and collected during the scene processing. During a search of Joslin’s personal property, PO did not find any item(s), which were similar to the item(s) collected at the fire scene.

Nuisance Abatement

On April 15, 2024 at 7:20 AM a nuisance abatement code violation was initiated at 214 Surrey Lane. This nuisance abatement code violation was initiated due to the increased amount of criminal activity on the premises. This is also one of at least three nuisance abatement orders that has been served to this address and resident Robert Delaney. Since the last nuisance abatement order was issued on 9/6/21, the following is the list of reports/calls for service involving 214 Surrey Lane: 3/25/22 Noise complaint 22G003524, 3/30/24 Neighbor dispute 22G003764, 5/5/22 Keep the peace 22G005509, 6/11/22 Neighbor dispute 22G007444, 7/30/22 911 Hangup 22-Dl9087, 9/12/22 Welfare Check 22G011745, 12/4/22 Noise complaint 22G015414, 12/31/22 Vandalism 22G016418, 1/11/23 Suspicious vehicle 23G000446, 2/11/23 Suspicious vehicle 23G001713, 5/28/23 Noise complaint 23G006266, 6/5/23 Trash dumping 23G006588, 6/15/23 Disorderly 23G007040, 10/28/23 Noise complaint 23G012975, 11/5/23 Noise complaint 23G013255, 4/15/24 Noise complaint 24G003870, Numerous other calls listed at other addresses that originated from 214 Surrey Lane. Due to the frequency and the types of criminal activity at 214 Surrey Lane, PO prepared a City of Greenville Nuisance Abatement Code Notice and Order. The frequency and types of criminal activity at this address disturbs the general welfare, peace, quietude, and safety of the general public. PO performed a search of the Darke County Auditors website and learned that the owner of the property is Richard Barton; he received his copy of this order via personal service by a Lt. on 4/17/23. The occupant, Robert Delaney received his copy via personal service by PO on 4/16/23. An email was sent to Mayor Whitaker and Safety Service Director Ryan Delk advising them that a nuisance abatement order was issued at the property.
